Dallas, TX real estate: buy or sell with a local AXEN agent
Dallas County holds 31 separate taxing cities, and three of them sit inside the City of Dallas street grid. A few blocks changes your city, your school district and your rules. Dallas also runs two different neighbourhood protections that people mix up: historic districts and conservation districts.

The rules that apply everywhere in Texas are on the Texas page. These are the Dallas details that trip people up.

Check the city, not the mailing address. Dallas County has 31 city taxing jurisdictions and 16 school districts. Highland Park, University Park and Cockrell Hill are their own cities surrounded by Dallas. Your city sets your permits, your code rules and one line of your tax bill.
-
Everyone in the county pays three countywide lines. The county, the community college district and the hospital district are on every Dallas County tax bill, no matter which city you land in.
-
Historic district and conservation district are not the same thing. A landmark district covers all outside changes and needs a Certificate of Appropriateness reviewed by staff, the neighbourhood and the landmark commission. A conservation district is a zoning change that sets architecture, height, density and setback rules, and it uses a work review form instead.
-
The Trinity floodway has its own certificate. Any floodplain change inside the Trinity River corridor needs a corridor development certificate from the director of water utilities. If the work is inside the federal regulatory floodway's non-encroachment area, you need a conditional letter of map revision before the city will sign off.
-
Do not count on short-term rental income. Dallas passed two short-term rental ordinances in 2023, and a temporary injunction has stopped the city from enforcing them since December of that year. The city still enforces property standards, noise and nuisance rules. Buying for rental income here is a bet on an unfinished court fight.
Selling a home in Dallas
Gather your district approvals.
In a landmark district, pull the Certificate of Appropriateness for every past outside change. In a conservation district, pull the work review form approvals. A buyer's lender or inspector will find unapproved work.
Close out floodplain and fill permits.
If anyone added fill, regraded or built near the Trinity, the corridor development certificate or fill permit should be in the file. Missing records push a buyer to renegotiate.
Show foundation and drainage repairs in writing.
Buyers in East Dallas and Oak Cliff expect a structural engineer's letter, the pier count and the transferable warranty. If you regraded for drainage, show the permit or the contractor scope.
Dallas real estate questions
Who taxes my Dallas County home?
Three lines hit every property: the county, the community college district and the hospital district. Then add one of the county's 31 cities and one of its 16 school districts. Some areas add a flood control district. Always read the account, not the listing.
What is the difference between a historic district and a conservation district?
A historic district protects historic architecture, and every outside change needs a Certificate of Appropriateness reviewed by staff, the neighbourhood and the landmark commission. A conservation district is a rezoning that locks in height, density and setbacks, and you file a work review form instead.
The home is near the Trinity. What should I check?
Ask whether it is in the floodplain, the floodway or behind the Dallas floodway levees. Any change to the floodplain in the Trinity corridor needs a corridor development certificate from water utilities, and work in the federal non-encroachment area needs a map revision letter first.
Can I rent the house out on Airbnb?
Not with confidence. Dallas adopted zoning and registration ordinances for short-term rentals in 2023, but a court injunction has blocked enforcement since December 2023. The rules could come back. Check the city's current status before you buy for rental income.
Why are there cities inside the City of Dallas?
Because Highland Park, University Park and Cockrell Hill incorporated separately and were never absorbed. They sit inside the Dallas street grid with their own city halls, their own permits and their own tax lines. Crossing a few blocks genuinely changes the rulebook.
