Naples, FL real estate: buy or sell with a local AXEN agent
A Naples mailing address usually is not the City of Naples. City parcels pay an extra city millage and get the free beach parking permit. Unincorporated Collier parcels do not. Collier also runs its own coastal setback line, and many gated golf communities come with a membership you cannot turn down.

Buying a home in Naples: what to know
The rules that apply everywhere in Florida are on the Florida page. These are the Naples details that trip people up.

City of Naples, or not. City parcels pay a city millage on top of the county rate and skip the unincorporated levy. A Naples address alone does not tell you which. Check the parcel on the Property Appraiser before you run any numbers.

Collier has its own coastal setback line. There are three separate lines here. The City of Naples runs its own coastal construction setback line and issues its own permits, so a home inside city limits does not use the county's counter. Unincorporated Collier County runs its own line: its 2026 fee schedule lists a $400 setback permit, which covers dune walkovers and dune restoration rather than a house, and a $1,000 variance petition for building seaward of the line, doubled if you ask after the fact. On top of either, the state's own control line is run by the Florida Department of Environmental Protection and needs its own permit.
-
Bundled golf means the membership comes with the house. In a bundled community every home carries a golf membership and you cannot opt out. There is usually a one-time capital contribution or transfer fee due at closing on top of dues. Get the club's transfer rules in writing before you waive anything.
-
A CDD puts a second line on the tax bill. Fiddler's Creek, Verona Walk, Heritage Bay and Winding Cypress all have districts. Part of the charge is operations and part is bond debt, and the bond part can often be paid off. Ask for the payoff figure.
-
City residents park free at the beach. The City of Naples gives residents and city property owners a free annual beach parking permit from City Hall, good at city and county beaches. It expires yearly and is not transferable. It is a real perk of being inside the city line.
Selling a home in Naples
Get the CDD payoff before you list.
If your community has a district bond the buyer will ask what is left. Order the payoff from the district manager so the number is already in the file.
Get the club transfer sheet.
In a bundled golf community the buyer inherits the membership and the fee. Have the club's current transfer and capital contribution rules ready.
Check for unpermitted seawall, dock or beach work.
Anything seaward of the county setback line should have a permit on record. Missing paperwork surfaces at inspection.
Naples real estate questions
Is my home in the City of Naples?
Probably not. Most Naples addresses sit in unincorporated Collier County. City parcels pay an extra city millage and qualify for the free city beach parking permit. Check the exact parcel with the Collier County Property Appraiser before you assume either way.
What does bundled golf mean?
It means the golf membership is attached to the home. Every owner in the community has one and pays the dues. Most clubs also charge a one-time capital contribution or transfer fee at closing. Read the club documents before you make an offer.
What is a CDD charge on the tax bill?
A Community Development District built and maintains the roads, lakes and landscaping. The charge has two parts, yearly operations and bond debt. The bond part can often be paid off in a lump sum. Ask the district manager for the payoff.
Can I build closer to the beach?
Not without a permit, and possibly three. The City of Naples has its own coastal construction setback line, unincorporated Collier County has another, and the state's control line is run by the Florida Department of Environmental Protection. Work seaward of a line needs a permit or a variance from whoever owns that line, and asking after the fact doubles the county's variance fee.
Do I get free beach parking?
Only if you own inside the City of Naples. The city issues residents and city property owners a free annual permit from City Hall, good at city and county beaches. It is not transferable and it expires each year.
