Porterville, CA real estate: buy or sell with a local AXEN agent

Porterville is the one Tulare County city on the wrong side of the state's groundwater line. Its subbasin has been on probation since September 2024, with well reporting and state fees. The city also runs its own water system, and in 2016 to 2018 it absorbed hundreds of homes in East Porterville after their private wells went dry.

  1. The subbasin is on state probation. The state water board designated the Tule subbasin probationary in September 2024, which brings groundwater extraction reporting and state fees for pumpers. That is a real difference from Visalia and Tulare, which are not.
  2. Small pumpers away from the canal got an exclusion. In April 2026 the board excluded pumpers whose wells sit more than two miles from the main canal and who pump no more than a set annual amount. They have to notify the board to claim it, so ask where the well sits and whether the notice was filed.
  3. The city, not a private utility, sells the water. Porterville runs its own municipal water system off local wells, and water, sewer and refuse come on one city bill. That is the opposite of Visalia next door.
  4. East Porterville is a special case. About a thousand private wells went dry in the 2012 to 2016 drought, and a state-funded project connected 755 homes in unincorporated East Porterville to the city water system, finished in February 2018. Ask whether a specific East Porterville home is connected or still on a well.
  5. The dam upstream was just made bigger. The Army Corps finished a spillway enlargement at the dam on the lake above town, widening the spillway and raising storage. The Corps says it lowers flood risk for tens of thousands of people in Porterville and downstream.

Porterville real estate questions

What does probation mean for Porterville groundwater?

The state water board placed the Tule subbasin on probation in September 2024. Groundwater pumpers have to report their extractions to the state and pay state fees. It does not stop you buying a home. It changes what a private well owner has to do each year.

My well is small and far from the canal. Am I still covered?

Maybe not. In April 2026 the board excluded pumpers whose wells sit more than two miles from the main canal and who pump under a set annual amount. You have to tell the state the exclusion applies to you, so check the distance and the pumping amount.

Is East Porterville on city water now?

Many homes are. After about a thousand private wells failed in the 2012 to 2016 drought, a state-funded project connected 755 East Porterville homes to the city water system, finished in February 2018. Not every home joined, so confirm the exact address with the city.

Has flood risk on the river changed?

Yes. The Army Corps finished a spillway enlargement at the dam above town, widening the spillway and increasing storage. The Corps says it reduces flood risk for tens of thousands of people in Porterville and the towns downstream.

How is Porterville different from Visalia on water?

Two ways. Porterville sells you the water itself while a private utility does it in Visalia. And Porterville's subbasin is on state probation while Visalia's came off the watch list in December 2025. Same county, opposite situations.
