Scottsdale, AZ real estate: buy or sell with a local AXEN agent
North and east of the CAP canal, the City of Scottsdale decides how much of your own lot you are allowed to touch. On steep ground that can be 80% left wild. And a Scottsdale mailing address does not always mean inside the city: some land just outside still hauls its water in by truck.

Buying a home in Scottsdale: what to know
The rules that apply everywhere in Arizona are on the Arizona page. These are the Scottsdale details that trip people up.

The ESL overlay decides how much land you can disturb. The City of Scottsdale Environmentally Sensitive Lands overlay covers 134 square miles north and east of the CAP canal. It sets a Natural Area Open Space percentage by landform and slope, starting at 20% in gentle lower desert and reaching 80% where the slope passes 25%. On a steep five-acre lot that can leave only 20% of the land you are allowed to disturb at all, and your building footprint has to fit inside that 20%.

SRP water only reaches south of the Arizona Canal. Scottsdale Water serves the city and puts about 90% of supply on Central Arizona Project and Salt River Project surface water. But SRP on-project land inside Scottsdale means south of the Arizona Canal. That line matters for irrigation.

Rio Verde Foothills is hauled water, and access is not automatic. Just outside north Scottsdale, homes truck water from a fill station, and only approved customers may use it. A buyer outside that approved pool has no guaranteed source. Confirm in writing before you offer on anything out there.
-
Scottsdale maps noise tighter than the federal standard. The city maps airport noise out to 55 DNL, stricter than the federal 65 DNL guideline, and has required aviation easements for new development inside it. There is no formal Airport Influence Area here, so do not go looking for one.
-
Four historic districts, and they are postwar. Village Grove, Town and Country, Villa Monterey and Sands North Townhouses. Old Town is a destination area, not a designated historic district. Exterior changes in a historic overlay go to the Historic Preservation Commission.
Selling a home in Scottsdale
Your disturbed area has to match what was approved.
If the lot is under the ESL overlay, added pads, walls or cleared desert beyond the approved Natural Area Open Space become a buyer issue. Get the approved site plan out before you list.
Every under-30-day rental needs a Scottsdale licence.
The city requires a licence for any property rented under 30 days, with neighbourhood notification, liability insurance, an attestation, and the licence number posted at the property. A separate ordinance bans running one as an event venue.
Disclose the whole assessment stack.
In a large master-planned community a buyer can be paying several layers at once: a community council, a master association and a neighborhood association. Pull all the current statements, not just the master.
Scottsdale real estate questions
Which school district will my Scottsdale home be in?
Not always Scottsdale Unified. Paradise Valley Unified serves parts of north Scottsdale, and Cave Creek Unified publishes boundary maps covering Scottsdale addresses. The district on your parcel drives the largest share of your tax bill.
What is the Greenbelt, really?
The Indian Bend Wash Greenbelt is 11 miles of parks, lakes, paths and golf courses that works as a flood control channel. The city says it turned a serious flooding hazard into a recreation corridor, with more than 24 grade-separated crossings.
Does Scottsdale have historic districts?
Four, and they are postwar rather than pioneer: Village Grove, Town and Country, Villa Monterey and Sands North Townhouses. Old Town is a destination area, not a designated district. Exterior changes in an overlay go to the Historic Preservation Commission.
What is the Preserve and can it be built on?
The McDowell Sonoran Preserve is more than 30,500 acres with over 230 miles of trails, protected permanently and open sunrise to sunset. Land inside it is not developable, which shapes what gets built nearby.
How much of a hillside lot can I actually build on?
Less than you think. The City of Scottsdale ESL overlay sets a Natural Area Open Space percentage tied to landform and slope, reaching 80% where slope passes 25%. Get the approved site plan and the allowed disturbance figure before you price a build.
